Liam McNichol and Phelipe Figueroa Car Accident New York: Otisville man named as passenger killed after high-speed crash involving police pursuit on I-84 in Newburgh

Newburgh, NY — A police pursuit in the early hours of April 25, 2025, ended in tragedy when a vehicle fleeing from state troopers crashed off the roadway, resulting in the death of Phelipe Figueroa, 25, of Otisville, New York. The New York State Police are conducting a full investigation into the circumstances surrounding the incident.

At approximately 3:43 a.m., New York State Troopers on routine patrol along Route 9W in the Town of Newburgh attempted to initiate a traffic stop on a 2015 GMC Sierra pickup truck after observing multiple vehicle and traffic violations. However, the driver of the vehicle failed to comply, prompting a pursuit.

The chase moved rapidly southbound on Route 9W, then to State Route 32, and eventually onto Interstate 84 westbound. As the speed of the fleeing vehicle increased to dangerously high levels, the troopers made the decision to discontinue the pursuit out of concern for public safety.

Shortly afterward, troopers located the crash site where the suspect vehicle had gone off the shoulder of the roadway. Preliminary reports indicate that the GMC Sierra collided with a tractor (without a trailer) during the course of the chase. The impact caused the driver to lose control, resulting in a serious crash.

The passenger in the vehicle, Phelipe Figueroa, sustained critical injuries and was transported by emergency responders to St. Luke’s Hospital in Newburgh, where he was later pronounced deceased. Figueroa’s sudden and tragic passing has devastated his family and friends, who remember him as a young man with promise, a loyal friend, and a cherished member of the Otisville community.

The driver of the vehicle, Liam F. McNichol, also 25, of Port Jervis, NY, was treated for minor injuries at the same hospital. Charges against McNichol are pending as authorities continue their investigation into the events that led to the fatal crash.

In accordance with protocol involving incidents resulting in death following police action, the New York State Attorney General’s Office has been notified and has responded to the incident.
